LEVEL RECOMMENDED EMERGENCY ACTION STEPS
SEVERE (RED)
A WMD terrorist incident has occurred which requires an immediate process to identify, acquire, and plan the use of federal resources to augment state and local authorities in response to limited or major consequences of a terrorist use or employment of WMD.
  • Consider activating the command center and initiating disaster preparedness plan.
  • Notify all department heads via call tree.
  • Consider lock down and control access procedures and implement positive identification of all persons, no exceptions
  • Implement parking restrictions and park vehicles away from facility.
  • Place traffic and pedestrian barriers in place as needed
  • Scrutinize all deliveries.
  • Put up signage indicating patient treatment areas, information area, family area, etc. as needed.
  • Check all suitcases, briefcases, packages, etc. brought into the facility.
  • Secure all doors. Maintain a security presence at a single point of access to each building.
  • Check identification of all visitors. Visiting hours may be altered.
  • Make frequent checks of perimeter and critical facilities.
  • Consider providing family care facilities for staff responding to Red Alert.
  • Arrange for food service to provide meals to staff.
  • Alert CFO to begin collecting expense data (personnel, equipment, supplies, etc.)
  • Ensure supply inventories for 3-5 day supply
  • Consider initiating process for early patient discharge or transfer
  • Consider canceling non-emergency surgeries
  • Review Media Protocol
HIGH (ORANGE)
A threat assessment indicates that the potential threat is credible, and confirms the involvement of WMD in the developing terrorist incident.
  • Normal daily operations are unaffected.
  • Review security operations for changes as needed.
  • Advise administration of threat level
  • Administration to determine response based on local activities.
  • Check supply inventories for 3-5 day supply.
  • Test all telecommunication equipment for operational readiness.
  • Consider limiting access points to hospital and enforce entry control procedures.
  • Review media protocol
ELEVATED (YELLOW)
Intelligence or an articulated threat indicates a potential for a terrorist incident, however, this threat has not yet been assessed as credible.
  • Normal daily operations are unaffected.
  • Review security operations for changes as needed.
  • Review incident command structure and command center operations.
  • Review media protocols.
  • Ensure communications equipment is operational and available.
GUARDED (BLUE)
Received threats that do not warrant actions beyond normal liaison notifications or placing assets or resources on a heightened alert (operating under normal day-to-day conditions).
  • Normal daily operations are unaffected.
  • Review security operations for changes as needed.
LOW (GREEN)
Normal operating conditions
  • Normal daily operations are unaffected.
